This type of research is explanatory research with a quantitative approach. In this study, the population was state civil apparatus at the Deli Serdang Regency Land Office, totaling 114 employees. By using a saturated sample, the sample in this study was 114 employees. Data analysis in this research uses path analysis. The research results show that Talent management has a positive and significant effect on the work stress of state civil apparatus at the Deli Serdang Regency Land Office. Work commitment has a positive and significant effect on the work stress of state civil apparatus at the Deli Serdang Regency Land Office. Readiness to change has a positive and significant effect on the work stress of state civil apparatus at the Deli Serdang Regency Land Office. Talent management has a positive and significant effect on the performance of state civil apparatus at the Deli Serdang Regency Land Office. Work commitment has a positive and significant effect on the performance of state civil apparatus at the Deli Serdang Regency Land Office. Readiness to change has a positive and significant effect on the performance of state civil apparatus at the Deli Serdang Regency Land Office. Work stress a positive and significant effect on the performance of state civil apparatus at the Deli Serdang Regency Land Office.
