FUNCTIONING OF THE TUVAN AND RUSSIAN LANGUAGESIN THE REPUBLIC OF TUVA: ANALYSIS EXPERIENCE

Abstract

В статье описываются проблемы функционирования двух государственных языков на территории Республики Тыва - тувинского и русского. Исследования показывают снижение уровня владения и престижа тувинского языка у молодого поколения и начало процессов языкового сдвига. Среди его причин называются: сужение функций тувинского языка в личной и общественной жизни тувинцев, все большее предпочтение русского языка в повседневной жизни; функциональное доминирование русского языка; изменившийся статус тувинского языка в сфере образования; преобладание русскоязычного информационного пространства; отношение к родному языку самих носителей современного тувинского языка, которые все меньше используют его в семье; отход от традиционного образа и уклада жизни тувинского населения; экономическая нестабильность в республике, стимулирующая процессы урбанизации, а также внутреннюю и внешнюю миграцию. В 2023 г. Главой Республики Тыва принят государственный документ «Стратегия государственной поддержки развития тувинского языка в Республике Тыва на период с 2024 по 2033 г. ». Его цель - консолидация усилий тувинского общества и государства в сохранении и развитии тувинского языка, в развитии паритетного тувинско-русского и русско-тувинского билингвизма на территории республики. Предусматривается создание условий для полноценного функционирования тувинского языка в Республике Тыва с целью остановки языкового сдвига и восстановления передачи родного (тувинского) языка детям в естественных условиях. The article describes the problems of functioning of two official languages in the Republic of Tuva - Tuvan and Russian. Research shows the decrease in the level of proficiency and prestige of the Tuvan language among the younger generation and the beginning of the processes of the language shift. Among its causes are: the narrowing of functions of the Tuvan language in the Tuvans' personal and public life, the increasing preference for the Russian language in everyday life; the functional dominance of the Russian language; the changed status of the Tuvan language in the field of education; the predominance of the Russian-speaking information space; the attitude of native speakers of the modern Tuvan language, who use it less and less in the family; shift from the traditional way of life of the Tuvan population; economic instability in the republic, stimulating the processes of urbanization, as well the internal and external migration. In 2023, the Head of the Republic of Tuva adopted the state document "Strategy of state support for the development of the Tuvan language in the Republic of Tuva for the period from 2024 to 2033". It is aimed at consolidating the efforts of the Tuvan society and the state in the preservation and development of the Tuvan language, the development of parity Tuvan-Russian and Russian-Tuvan bilingualism in the territory of the republic. It is envisaged to create conditions for the full functioning of the Tuvan language in the Republic of Tuva in order to stop the language shift and restore the passing down of the native (Tuvan) language to children in natural conditions.
