Abstract

Flood disaster is one of the major natural disasters in China, due to the influence of monsoon climate, seasonal distribution of precipitation and unbalanced spatial distribution, urban flood disasters in China are prone to occur frequently, endangering the safety of life and property of urban residents, and also affecting the safe operation and sustainable development of cities. Therefore, the prevention and control of urban waterlogging is not only a major livelihood project, but also a major development project. 城市内涝成因及预防措施研究
洪涝灾害是我国主要自然灾害之一,受季风气候影响,降水季节分布和空间分布不平衡,我国城市内涝灾害易发多发,危及城市居民生命财产安全,也影响城市安全运行和可持续发展。因此,防治城市内涝不仅是重大的民生工程,也是重大的发展工程。针对我国城市内涝防治屡屡失误的现状,本文从气候变化、城市扩张、排水系统、应急救援四个方面分析了城市内涝的成因,从灾害系统理论的角度分析了城市内涝的机理,最后从雨水管理、体制机制、工程建设、应急管理四个方面总结了城市内涝的应对策略,以期为城市内涝防治提供参考和借鉴。
