Abstract

En México se ha implementado una gran cantidad de reformas administrativas bajo el paraguas de la Nueva Gestión Pública, lo que ha sido estudiado por autores como Aguilar (1996), Pardo y Berber (2016), Dussauge (2009), entre otros, a nivel federal, sin embargo a nivel subnacional esto no ha sido documentado, por lo que un análisis a nivel estatal nos permite identificar algunas de las principales reformas efectuadas en el periodo 2010-2016. En este artículo se hará una revisión de las principales reformas administrativas efectuadas en el Gobierno del Estado de Veracruz, durante el periodo 2010-2016, realizando una investigación documental de los instrumentos de reforma utilizados para su implementación, con el objetivo de demostrar los resultados de la aplicación de las herramientas de la Nueva Gestión Pública, tales como la reducción de estructuras organizativas por parte del Gobierno del Estado de Veracruz, al cierre del sexenio 2010-2016. Para tal fin se utilizó el método descriptivo. Los resultados muestran que los intentos por reducir el aparato burocrático fueron fallidos.   Administrative reforms in the government of the State of Veracruz, period 2010-2016 Abstract: In Mexico, a large number of administrative reforms have been implemented under the umbrella of the New Public Management, which has been studied by authors such as Aguilar (1996), Pardo & Berber (2016), Dussauge (2009), among others, at the federal level, however at the subnational level this has not been documented, so an analysis at the state level allows us to identify some of the main reforms carried out in the period 2010-2016. In this article we will review the main administrative reforms carried out in the Government of the State of Veracruz, during the period 2010-2016, conducting documentary research of the reform instruments used for their implementation, with the aim of demonstrating the results of the application of the tools of the New Public Management, such as the reduction of organizational structures by the Government of the State of Veracruz, at the end of the six-year period 2010-2016. For this purpose, the descriptive method was used. The results show that the attempts to reduce the bureaucratic apparatus were unsuccessful.
