This study used a saturated sample using all ASNs in Bagian Pengadaan Barang Dan Jasa Kabupaten Probolinggo as respondents, totaling 35 employees. Data collection uses a direct survey method with a questionnaire instrument. For further analysis using methods and techniques of analysis Partial Least Square (PLS) - Structural Equation Model (SEM). Abstract
