Abstract
Giyath al-Din Kaykhusraw I, Sultan of Seljuk of Rum, restructured the state administratively after ensuring political unity and stability in the country during his second reign. This configuration, carried out within a plan and program; It has been established on four basic principles as strong administration, strong economy, cohesive society and border principality policy. In this context, besides qualified commanders and lords, scholars and intellectuals were assigned in the state administration. The political and administrative powers of the princes were limited, and a balance was established between the active forces in social and cultural life. Commercial activities were given importance by ensuring road safety throughout the country, and military expeditions were organized to reach the seas in order to have ports. The Divan-i mezalim was worked effectively, and a peaceful environment was provided to non-Muslims as well as to the Muslim population. This situation enabled even non-Muslims from other countries to come to the Seljuk country. The policy of protecting the religious belief and national consciousness of the people was followed by protecting the Ahi's, which is the Anatolian futuvvet, and other mystical formations. In this article, in which the change and transformation in the administration policy and state administrative structure during the second reign of Sultan Giyath al-Din Kaykhusraw are expressed, a literature review in accordance with the historical methodology related to the subject was made, and then a historical-philosophical perspective with a panoramic view has been revealed.
