CREATIVE CLUSTER AS A DRIVER OF TERRITORIAL DEVELOPMENT

Abstract

Foreign and Russian practice proves that the development of tourism in territories that do not have a pronounced tourist potential is possible on the basis of an alternative approach, which is expressed in the creation of tourist attractors either «from scratch» or by transforming from objects that do not cause interest to the object of show through some conceptual idea. The paper uses the example of the concept of creation and development of tourist and recreational cluster «Agidel», located in the town of Agidel in the north-west of the Republic of Bash- kortostan, to substantiate the feasibility of its creation in the format of a creative cluster as an effective resource of socio-economic development, which can have a powerful multiplier effect on economic development, especially when it comes to mono-oriented cities. The concept of creating a tourist and recreational cluster involves the creation of a full-fledged art cluster, consisting of infrastructure and mechanism for creating art values and their placement in the city with the subsequent system of attracting tourists to view them.
