The problem-theme, therefore, is the phenomenon of hypoprocessualization, with the subordination of the process to an inferior position, in contrast to a governance that has as a guideline the manipulation of data, and not the democratic process, for the decision-making process. The hypothesis raised in this article is that the digital turn has given rise to a new excluding power structure that is alien to procedural-democratic premises. Abstract
