The article focuses the management of IoT for streetlighting in smart city. This is the first stage of project “Service management for IoT in streetlighting”. While the basic management principles are efficiency and fairness, the requirements of all actors must be defined. On the base of requirements, the authors synthesize the management functions with selected granularity. The chosen methodology is unified modelling language (UML): use case diagrams.
