Abstract

Abstract This study aims at analyzing the elaboration, monitoring, and assessment of municipal education plans in the period from 2015 to 2020. The research is qualitative and quantitative carried out from data available on the National Education Plan (PNE) website. The findings made evident a high percentage of plans elaborated by municipalities (99%), to the detriment of monitoring and assessment reports, which have not overcome 35%. It is observed that adhesion of municipalities to the elaboration of plans was promoted by Ministry of Education induction, movement weakened due to the dismantling of national federative coordination structures from 2017, which directly impacted the educational planning at the local level.
