In the study, a coding list was created and used by the researcher, based on Turgut and Baykul's (2012) achievement test development steps. Data analysis of the research was carried out using the categorical analysis method, one of the types of content analysis. In the articles examined within the scope of the research, it is seen that there are deficiencies in almost all stages of the achievement test development process, starting from presenting the test plan based on the test plan to including the items to be included in the final test form.
