Abstract

This paper presents the Eurocontrol surveillance strategy, comprising 3 pillars of surveillance: primary surveillance radar together with co-operative independent systems; i.e. mode S, multilateration and cooperative dependent system; i.e. automatic dependent surveillance-broadcast. The current surveillance standard requires, for en-route and terminal manoeuvring areas, two independent layers of surveillance to satisfy the necessary safety arguments.
