Two elements of comprehensive evaluation value and relevance should be considered together, so a new bid evaluation which takes the relative closeness of the plan as measure index is proposed. Abstract

Actually, in multi-index evaluation, evaluation results, which come from the linear evaluation model that is established based on a hypothesis that attributes of indexes completely meet linear compensation, always are not able to satisfy decision makers. 基于相关性和相对贴近度的建设项目评标方法
实际上,在多指标评价中,基于指标属性完全满足线性补偿的假设建立的线性评价模型所得到的评价结果往往不能使决策者满意。针对这一不切实际的假设,本文对仅以方案综合评价值为衡量标准的评标方法进行了改进,引入了指标满意度和方案相关性的概念。然后利用最小偏差思想建立的优化模型计算各指标的权重,并建立满意度与权重之间的等级关联模型。综合评价价值和相关性两个要素要综合考虑,提出了以方案的相对贴近度为衡量指标的评标方法。最后,通过实例分析,证明了新评标方法的准确决策原则理论清晰,评标结果合理可信,方法可行实用。
