The sample consisted of Coordinators and/or Monitors responsible for the Social Programs and/or Projects of the Social Assistance Reference Center (CRAS); Urban Social Center (CSU); Elderly Living Center (CCI); and Health Department (NASF). The triangulation of the inventoried sources, in the light of the literature obtained, indicated that the development of social programs and projects characterized as public policies of municipal management in the city of Canindé, presented a small population coverage of elderly participants, making the approach and reach insufficient, in terms of coverage when compared to the total population of this age group in that municipality. Abstract
