Abstract

The development of science and technology is considered as the leading driver of economic and social development in the 21st century. At the same time, despite some achievements, the scientific and technological complex of Russia is lagging behind in the scientific and technological race unfolding in the world. R&D spending is stagnating and the number of researchers continues to decline. Not only a sharp increase in funding for research and development is overdue, but also a radical restructuring of the system of managing science and technological development, and an improvement in the status of scientists and science as a whole.
