Abstract

Thisarticlefocusesondevelopingapracticalmodelbasedonadaptivegovernanceliteratureforthe contextofthenationale-districtplanoftheGovernmentofIndia,whichwaslaunchedin2011.The planhasathree-tierimplementationstructure,aperiodicreviewatanationallevel,monitoring,and facilitationatthestatelevelandoperationatthedistrictlevel.Differentstateshaveimplemented theplaninalocalcontext.Thisarticleusesthedataandminutesoftheproceedingsthattookplace over fiveyearsof timeamong the implementationagencies.The findingscompilehow theplan hascontributedtodiffusingaccountabilityandbringingefficiencyingovernanceinthecontextof e-governanceinIndia.
