Given the growing influence of the religious factor in the socio-political, spiritual and ideological spheres in the current period, and also taking the intensified preparation of constitutional reforms in our country into account, the author considers it relevant: a deep and comprehensive study of international and regional documents on the relationship between the state and religion with scientific analysis; conducting extensive scientific research on the genesis and evolution of the norms governing relations between the state and religion; a comparative study of the legislation of foreign, including secular countries, regulating relations between the state and religion in practice in the current period and making suggestions and recommendations on the critical use of achievements in this regard in improving national legislation. Abstract

The article analyzes the types of states in terms of the content and essence of state-religious relations, the constitutional and legal foundations of freedom of conscience in accordance with the constitutions of the United States of America, the Federal Republic of Germany, the Republic of Poland, the French Republic, the Republic of Turkey, Japan, the Republic of Estonia, Czech Republic and the Republic of Uzbekistan, their common features, similarities and differences, using secular scientific and comparative methods, appropriate conclusions are drawn, suggestions are made on the directions of research work that will be carried out in the future. 世俗国家与宗教关系的宪法和法律基础:外国和乌兹别克斯坦的经验
本文根据美利坚合众国、德意志联邦共和国、波兰共和国、法兰西共和国、土耳其共和国、日本、爱沙尼亚共和国、捷克共和国和乌兹别克斯坦共和国的宪法,从国家与宗教关系的内容和本质、信仰自由的宪法和法律基础、共同特征、异同等方面分析了国家的类型。运用世俗科学和比较的方法,得出了适当的结论,并对今后的研究工作方向提出了建议。鉴于当前时期宗教因素在社会政治、精神和意识形态领域的影响越来越大,同时考虑到我国正在加紧进行宪法改革的准备,笔者认为有必要对有关国家与宗教关系的国际和地区文献进行深入全面的研究,并进行科学的分析;广泛开展国家与宗教关系规范发生演变的科学研究;比较研究当前时期包括世俗国家在内的外国规范国家与宗教关系的立法实践,并就如何关键利用这方面的成果完善本国立法提出意见和建议。同时,考虑到利用宗教达到政治目的的社会政治势力的活跃,以及这些势力对以宗教为幌子的国家、地区和国际安全,特别是对伊斯兰教构成严重威胁,制定《反对宗教面具下的恐怖主义公约》草案并获得联合国大会通过是时代的要求。
