Abstract

The Government of the Slovak Republic prepared a Recovery and Resilience Plan, which did not go through a wide professional discussion. It thus contains a number of issues that provoke a wide-ranging discussion. The article is a contribution to the discussion of some serious problems of universities in Slovakia. One of the problems is the change in the financing of universities, the introduction of a system of periodic evaluation of scientific performance, or the reform of the system of internal management of universities. There is no doubt about the need to introduce a system of periodic evaluation of universities with the use of foreign evaluators. The criteria for evaluating the performance of higher education institutions raise doubts. The changes to the internal management system of higher education institutions indicated in the Recovery Plan limit the autonomy of higher education institutions. Rather than changing the funding of universities, it is necessary to increase the amount of funding for higher education.
