The reform of local self-government must be carried out on the basis of the Constitution and laws of Ukraine, the provisions of the European Charter of Local Self-Government and respect for the basic European principles of democracy. That is why the best example for the implementation of reforms in Ukraine can be the experience of European countries on the implementation of the reform of the new distribution of powers among the authorities. The most practical way for Ukraine will be to apply the experience of reforming the governing bodies of France and Poland. This article contains my developed comparative table of the duties of a newly established body, such as a prefect in Ukraine, as well as the corresponding duties of officials of this type in European countries (Poland and France). The work also investigated the impact of the newly established body on local self-government. Abstract

欧洲国家的权力下放:波兰和法国改革的经验作为乌克兰理事机构组织结构的概念基础
无论是地方自治层面还是国家行政机关层面的国家权力改革,都离不开对基本立法框架的重新审视,离不开对现行立法的修改,离不开制定和采用全新的法规,这将是公共行政改革高质量实施的立法基础。该工作分析了我国行政和领土结构改革的当前阶段,这为地方自治机构在某些领域的影响范围和权限提供了显著的扩大。地方自治的改革必须在乌克兰宪法和法律、《欧洲地方自治宪章》的规定和尊重欧洲民主基本原则的基础上进行。这就是为什么在乌克兰实施改革的最佳范例可以是欧洲国家在实施当局之间新的权力分配改革方面的经验。对乌克兰来说,最实际的办法将是运用改革法国和波兰理事机构的经验。本文包含我开发的一个新成立的机构的职责比较表,例如乌克兰的省长,以及欧洲国家(波兰和法国)这类官员的相应职责。这项工作还调查了新成立的机构对地方自治的影响。对乌克兰现行法律草案“关于省长”进行了分析,并得出了适当的结论。
