We propose a battery of indicators to operationalize the analysis. Using a scientometric methodology, national and international projects obtained in competitive calls related to open science, and scientific publications have been analyzed. Surveys of stakeholders are also included. An intense participation in European projects, one of the main sources of funding for Spanish institutions, is evident. Universities are the predominant sector in national projects, while in European projects institutional diversity is greater. Universities are the ones that publish the most publications on the subject, with a high rate of leadership. Topics related to open data, open innovation, open access and citizen science stand out.
