In the specific empirical analysis, we take the transformation evaluation of scientific and technological achievements as an example, design 3 first-level indicators and 8 second-level indicators, and determine the detailed level content. Then, combined with expert evaluation method and analytic hierarchy process(AHP), the weight of each factor in the index system is calculated and analyzed, and finally the performance evaluation scale is established. Abstract
