This project illustrates the strategies design of educational and scientific management able to change significantly the effectiveness of engineers' education. These strategies are designed from the implementation of modular and evolutionary computer systems in academic institution for teaching and learning effectiveness assessment systems. These systems, tools for decision support are exploited by experts in educational assessment to generate and make available digital databases on teaching practices and learner performances. These digital data are accumulated from quantitative 'measures' on teaching practices analyzed from video recordings of classes' sessions within academic institutions. The relevance of teaching practices is evaluated based on the quantified estimation of thirty-five educational concepts that are deeply related to educational phenomena emanating from inside classrooms and are the determinants of educational efficiency. Furthermore, educational analyzes are performed on the learning examinations according to taxonomies developed by research in science education.
