The findings suggest that Localisation is the most pragmatic approach when compared to global undertaking for winning the hearts and minds of jihadi constituencies or proto-state building. Moreover, the results indicate that to regain hegemony of the SJM, AQ may opt to orchestrate terrorist attacks against the West. The model also shows that IS scores the highest payoffs through using guerrilla warfare methods and sleeper cells—as well as by rebuilding its depleted capacities and carrying out attacks that polarise Sunni communities. Abstract
