Abstract
Emergency resource deployment decision-making is a multi-stage dynamic process of interaction with complexity, uncertainty, dynamic and timeliness characteristics. 应急资源调配决策是一个多阶段互动的动态过程,具有复杂性、不确定性、动态性和时效性等特点。灾害应急资源部署涉及多个部门,其相关因素错综复杂,实际上构成了一个复杂的大集团。针对这种紧急状态下的资源配置,本文提出了一种新的资源部署群体决策支持系统(Group Decision Support System, GDSS)架构,以反映解决任务和决策模型,协调各方利益,化解专家组之间的冲突,达到快速高效地生成资源部署方案的目的,为应急资源部署行动提供强有力的决策支持。
