Abstract
Fan-shui (korean "fan-soil') is a science studying methods of achieving cosmic harmony of a man, a separate building and a city as a whole with internal energy of our planet. The Chinese call this invisible substance Iltsi". All in nature arises in a natural way as a result of the condensation of this energy. It determines parameters of any thing or any phenomenon. Besides, it establishes the degree of their vital potential. It is influenced in many respects bythe height of mountains, the character of vegetation, the movement of water etc. From the Earth depths tsi's spiral flow goes upwards. In places where this flow touches terrestrial surface, the favorable zone for the development of all alive is formed. As a rule, these zones are basins of plain deep rivers. The intensive tsi splashes form mountains and volcanos on the Earth surface. In waterless deserts the tsi flow is too deep. Therefore, there is no life in the sands heated by the sun. According to Fan-shui, life-creating energy flows stream along numerous underground channels. These channels form a very rich "planetary" network. Tens of thousands of invisible energy flows connect all sites of the planet, including the ground and the sea. Fan-shui refers to the category of "secret knowledge" about the character of these flow interaction. In many respects, this science is based on common sense. This doctrine has united century-long experience of peoples of the Far East in the field of construction. According to South Korea architects who visited Tomsk in 1998, our city is rather favorable as far as energy is concerned. This is very promissing for the future. Here are the basic criteria of this high estimation. 1. According to a well-known expert in Fan-shui sphere, the district with a hilly relief is most suitable for urban-planning. It is here that we should Yo search for a Green Dragon, that can find his lair there., . I ' [Lilian Tu. The basics of Fan-shui.: Transl. from Engl. Kiev: "Sofia", 1998. P. 301. The China terrestrial dragons had the patronizing green colour and they slightly resembled the crocodiles. They were called Lun-vans. They were protected by all ground waters, rivers and seas. The Green Dragons lived on river banks and watched the speed of rivers current, the cleanliness of water and the coastal lines. They also provided the convenient connection between the river and the sea. In a word, dragons were completely responsible for water regime in the country. The Chinese often called mountains "Hardened dragons". The greenary on their slopes was called "The dragons' veins" or "The green ribbons". Fan-shui connoisseurs determined, the"health" of each district in accordance with the vegetation colour. I t . . .According to them plants have the fade foliage, others the bright colour, like the one of young grass. It is always possible to see the lines, connecting all bright-green plants . . . The buildings located on the ''dragons veins", enjoy the first class tsi of the earth, and intercept the landscape best energy . . . I' (Lin Ujn). It goes without saying, that nobody had the right to do any harm to a terrestrial dragon, because he was the symbol of the state welfare, peace and prosperity. Tomsk has a picturesque, hilly relief. There are many terraces and slanting slopes to the Tom and Ushaika rivers. "...The lowest (first) terrace stretches on both banks of the Tom. It rises 6-8 meters above the medjern water level.
