E_Newspaper Literacy-Based Learning Model were developed by using ADDIE model (Analyze, Design, Develop, Implement, and Evaluate). For the first year of the research, it only focuses on the development stage. The instruments of data employed were in the form of observation sheets and questionnaires. The developed model was validated by experts in education, accounting, language, and info-graphics. The feedback and suggestions to improve the model were given in written forms.
