Through the stability analysis and mathematical derivation of the dynamic equation, this paper explores the influence of government and game behavior on cooperation. The results show that creating more innovation benefits, reasonable service pricing, reducing service costs and increasing the amount of compensation for breach of contract can promote the cooperate and finally realize collaborative innovation. Abstract

Knowledge-intensive service enterprise is an important part of innovation system.
