Der DigitalPakt Schule als Auslöser einer neuen Föderalismusdebatte

Abstract

The most important characteristics of the German federalism include the different responsibilities of the federal and state governments as well as the cross-level cooperation. This can cause disputes on principles. A recent example is the debate about the so-called ́DigitalPakt Schule` on cooperation in digital infrastructure in schools. In December 2018, the German Bundesrat unanimously rejected the constitutional amendments passed by the Bundestag. This article analyzes the political process since 2016 and the substantive positions of the different actors.
