Organize a UAV cluster which wireless access devices are arranged on UAVs to collect data information uploaded by mobile devices equipped with ground search and rescue personnel, and UAV cluster air communication network is established for disaster-stricken areas, so as to achieve the goal of rapid emergency communication. According to the model, the UAV cluster collaborative deployment scheme based on task-driven is designed. The centralized cloud platform is set to realize offline c omputing a nd U AV d eployment. A U AV deployment algorithm based on log linear learning is designed, which works together with UAV coverage utility function to achieve the goal of whole network coverage.
