This research aimed at developing English material based on instructional analysis. A design-based research was applied. The data were gained from the result of a syllabus analysis and a questionnaire. The data were in terms of learning objectives identification. In addition, since this research focused on Islamic content, some Islamic resources were selected accordingly. This Islamic content was adapted based on the students’ level of difficulties.
