Policy Making in the Executive Branch of the Government of the Kyrgyz Republic

Abstract

This study examines the practice of public policy decision-making by the central government and national regulatory and administrative authorities of the Kyrgyz Republic. Its main focus is the institutional framework of the public policy-making process in various ministries and government agencies of the Kyrgyz Republic, as well as in the government as a whole. The paper includes an analysis of a number of problems in policy making as well as recommendations to guide a transition in the system of government decision-making from opinion-based to evidencebased, which will improve the quality of public policy decisions made by the Government of the Kyrgyz Republic.
