The imbalanced developments between First Movers and Late Developers are estimated to restrict the optimal integration of Jing-Jin-Ji. Abstract

先发者超越后发者滞后:基于社会网络分析的中国京津冀一体化还有多远?
本文以京津冀一体化为背景,尝试引入制度集体行动理论(ICA),运用社会网络分析(SNA)的方法,基于2013-2019年215项集合协议,实证分析了地方政府间的协同状态,特别是从视觉上勾勒出协同网络,揭示了网络密度、中心性和凝聚子群等特征。研究表明,京津冀一体化带来了整体协同效应,但在特色领域存在较大的协同差异,如生态环境和产业经济协同绩效优于应急管理和公共服务协同绩效。先发者和后发者之间的不平衡发展制约了京津冀的优化整合。针对上述缺陷,本文建议更新协同模式,通过弹性执行全面推动多领域协同发展,并通过完善协同意识和监督机制,及时完善一些发展较晚领域的协同治理。
