Abstract
This paper describes how to use the Levels of Conceptual Interoperability (LCIM) as the theoretical backbone for developing and implementing an interoperability framework that supports the exchange of XML-based languages used by M&S systems across the web. The principles of Model-based Data Engineering (MBDE) are integrated within the framework to support the interactions between systems across the layers of the LCIM.
