This research used Research and Development (R&D) with a statistical analysis model. The results showed that Rembang and Kebumen were trying to carry out the mandate of SPPA Law by doing diversion. Abstract

. Republic Indonesia Law Number 11 / 2012 concerning the Criminal Justice System for Children (SPPA) regulates diversion process that is oriented towards restorative justice.
