Abstract

In this paper we propose versatile approach for evaluation of higher education institution performance in the framework of education quality. The model allows both qualitative and quantitative quality indicators to be accounted in the education quality assessment procedure. We develop two-directional testing algorithm for the proposed evaluation system and demonstrate the possibility of its further use in the decision making process. Roles of stakeholders and external factors influencing education quality are assessed via the black - gray - white box approach.
