My statement today is going to focus on Executive decisions to authorize gaming on off-reservation land acquired into trust after 1988. More precisely, my comments will address those Executive decisions made pursuant to the two part determination set out in section (b)(1)(A) of the Indian Gaming Regulatory Act of 1988, 25 U.S.C. 2719(b)(1)(A). These are the decisions which require concurrence by a state governor.
