To achieve this purpose, this study reviewed the citizenship competency scale and measurement tools in the previous studies and extracted possible items. The first questionnaire items determined whether it met the purpose and it suited for adolescents through the experts’ advice. Through this process, the first questionnaire consisted of a total of 38 questions. The first survey was conducted on 392 middle and high school students who in the youth program conducted in 2021. As a result of the first survey, 7 factors were found, but two factors had inappropriate items and had different contents, so after consulting with experts, 5 factors and 23 items were finally composed. In this study, a second survey was conducted to verify the validity of the scale. The survey was conducted on 353 middle and high school students who in the youth program conducted in 2021. This was confirmed by factor analysis using AMOS 21.0. Finally, a total of 23 items were selected, including 7 items for factor 1, 4 items for factor 2, 4 items for factor 3, 3 items for factor 4, and 5 items for factor 5.
