The researchers determined by the need to aggregate heterogeneous information, which allows to comprehensively identify the technical, economic and social effectiveness of a project of a network element in the form of a single assessment. This assessment allows us to formulate a recommendation for the project manager on the feasibility of practical implementation of a specific technical solution, planned for implementation in the network infrastructure of the telecom operator. The essence of the methodology is a phased description of procedures for identifying and processing heterogeneous information and the formation of a single assessment, on the basis of which it is possible to formulate recommendations for further implementation of the project or its return for revision. Depending on the readiness degree of the project, a sequence of repeated execution of the project preparation various stages is provided, for example, individual positions clarification of the project’s business plan, task adjustment for the development of a new network element, etc. The most important steps in the methodology are the procedures for the preliminary and final assessment of project effectiveness. At the stage of formation of the preliminary assessment, the predicted effectiveness of the preliminary design is determined. At the stage of the final assessment, the effectiveness of the finished project is predicted, for which technical calculations were completed, economic and social efficiency are determined. The identification of preliminary and final assessments is carried out using models based on the use of the fuzzy sets theory and fuzzy inference systems.
