Using this systematic innovation think, method and process combined with an innovation diagnosis system platform, this study is able to measure community readiness of innovation by itself accordingly. The community data was abstracted from the community appraisal report in the Taiwan region published by the government. Based on systems engineering, the present study results from the process of requirement analysis, functional analysis/ allocations and design synthetics can provide either industry or community with innovation diagnose and enterprise resource application references.
