It was found that the coupling degree of Beijing was at the lower-middle stage and the coupling degree of Shanghai was close to the lowermiddle stage, but it was still at the low stage, and other regions were at the low stage; as for the coordination degree, Beijing, Shanghai, and Jiangsu were at the moderately imbalance stage, other regions were at the severe imbalance stage. Coupling degree and coordination degree showed a decreasing trend from the eastern region to the western region; there was a significantly negative correlation between the intensity of governmental management and the degree of coupling/coordination; there was a significantly positive correlation between the level of fiscal decentralization/marketization and the degree of coupling/coordination, and Level of marketization was the most important factor affecting the degree of coupling/coordination.
