This problem is very complex, as a rule, it has an extremely large dimension and cannot be qualitatively solved without the use of special methods. And the effectiveness of the developed road work program directly depends on how well the corresponding development task was solved. In the process of finding an effective approach to solving this problem, the regularities of changing the magnitude of the components of its objective function were studied. The resulting cost classification (benefit & loss-classification) is focused on optimizing calculations related to solving the problem of developing a set of road objects. It reflects the peculiarities of the development task, takes into account the specifics of the corresponding extreme calculations and makes it easier to find the best solution. The article sets out a new approach to justifying investments in the development of the road network, based on this classification of costs.
