The expediency of developing a universal module for collecting and processing measurement data of a universal DSS is substantiated. The developed module allows to receive heterogeneous data from various measuring devices in asynchronous mode. To provide asynchronous data reception the module an event-based operation scheme is realized. It allows data reception with the highest possible performance. Universal DSS is a system that has no dependencies of subject field and a set of tasks at design and developing stage. The structure of the data collecting module, the scheme of measurement data preprocessing and also the data streams schemes in the universal DSS are described. As a universal method for processing measurement data (MD), we consider a method for estimating deviations of input fuzzy data from allowable ranges, based on the bit mask creation of measuring data values deviations from their allowable ranges with its further evaluation.
