E-governance in central Bureau of Narcotics: a framework for implementation in India

Abstract

This paper aims to present the implementation framework for the monitoring of psychotropic substances in India. The apex body for control and management of psychotropic substances is Central Bureau of Narcotics (CBN), Govt. of India. The CBN allows online registration, issues import/export certificates and also permits return filing by Manufacturers, Wholesalers, Other Institutions and Traders of psychotropic substances. An e-governance framework which improves the core functioning and return filing has been implemented by CBN which follows the guidelines provided by International Narcotics Control Board (INCB), Vienna. It also highlights the innovative use of ICT which benefits the main stakeholders viz. CBN, Ministry of Finance (MoF), Cabinet Secretariat, Govt. of India, Manufacturers, Wholesalers, Other Institutions and Traders of psychotropic substances. A few challenges and solutions for the same have also been discussed.
