Especially, measurement-based spectrum database (MSD) can achieve highly efficient spectrum sharing by utilizing statistics of the received power transmitted from a primary user (PU). However, the accuracy of the statistics deteriorates when local bias of the observation point in the square mesh or short range power value variation due to the influence of terrain and buildings. In this paper, we propose a method to determine the subject area of statistics by using the mesh clustering.
