Firstly, This research design the overall framework of the adaptive model, including citizens’ literacy level, cognitive level, and preference information; secondly, quantify the citizens’ preferences and current literacy level, so that the system established by the adaptive model can better identify learners’ characteristics, And use this as the basis for recommending programs for improving citizens’ literacy. Abstract

With the rapid development of information technology in today's society, the combination of educational methods and information technology has become a development trend.
