In response to this problem, this article will propose a new adaptive learning model for information literacy education, which can customize the perception of citizens’ literacy level, formulate targeted and reasonable education and training programs, and improve citizens’ information literacy education. Firstly, This research design the overall framework of the adaptive model, including citizens’ literacy level, cognitive level, and preference information; secondly, quantify the citizens’ preferences and current literacy level, so that the system established by the adaptive model can better identify learners’ characteristics, And use this as the basis for recommending programs for improving citizens’ literacy.
