Abstract
This paper describes how academic research can be used in end-user panels to create added value for international projects. The used research method is the scenario paradigm presenting the scenario work in a border security project. This study will not predict the future rather will indirectly affect to the public debate and the development projects. When using scenario work in international development projects, the key is to only make a rough outline on what is needed. There is a learning curve that should be taken into consideration, and after sufficient experience the level of difficulty should be raised. Altering the scenarios also works very well, and with the CBPI scenarios it ended up giving untough of results. All in all, scenarios provide a good tool not only for testing technology, as was done in the CBPI project. Instead, they proved useful also with AIRBEAM wise guys panel, where a certain situation should be explained to a group of people, whose previous experience might not cover different environments. However, without demonstrations to support the scenarios, these results cannot be applied.
