The proposed framework not only provides properly a fair resource allocation for different flows but also overcomes several shortcomings of previous AQM mechanisms. Abstract
In the case of congestion the competition of flows for obtaining network resources increases and since the network resources are shared between different flows, the fair allocation of them becomes a crucial issue.
