And this paper builds an evaluation model and presents the comprehensive assessment of risks of navigation safety in Shanghai inland water by means of multi-level fuzzy comprehensive evaluation based on AHP Method (Analytic Hierarchy Process Method), and makes a scientific forecast and analysis about safe ship navigation in the future. Abstract
