All the trainers were selected while proportionate random and convenience sampling techniques were used in selecting the trainees and supervisors respectively. A close ended questionnaire, validated by three experts with an alpha value of 0.74, was used for data collection. Simple percentage, mean and standard deviation were employed for data analysis. The findings showed that there are human resources for the scheme but tools and equipment are not sufficient as required, and are not provided at all by government in some cases.
