In present scenario, many educational institutions are facing the problems with the growing need of IT and infrastructure. In the current financial crisis and world of economy higher learning institutions has facing problems to provide the necessary information technology support for knowledge management activities development in the institutions. This short theoretical paper is discussed meta-observation over a cloud ecosystem through the knowledge windows.
